From what Khun said, it doesn't sound like the Western army was involved in whatever the hell was bein' researched at that lab. But the fact word got to the general and one of those rocks endin' up West does make it seem likely there's a Westerner involved.

Of course, wouldn't put it above the R&D department to want to crib those research notes and see what they can apply to their own too, now that it's come to their attention.
