Twenty-one, I believe, is the amount of wizards that went missing. That isn't evenly divided. Not unless they had a mentor in place, just like our sparrow is for us.
Five possible sets of four, five current sets of five... maybe there's more importance in an equal response from every group of spirits, not the full quantity of wizards themselves. Order would still be a high priority if that were the case.
